The U.S. Department of Health and Human Services launched the SURPASS program, an effort led by ARPA-H to redesign how seamless clinical trials are planned and run. Officials described the initiative as using predictive modeling, shared infrastructure, common control groups, and real-time analysis to reduce stops and duplicated work. HHS said SURPASS will support digital twins to test trial designs before launch and will build an “inference engine” intended to reduce reliance on large conventional controls while preserving evidence standards.
